This email was sent to commish@jeffco.us on the morning of February 2nd, 2005 and I also followed up with an afternoon phone call to 303-271-8525. The person who took the call was aware of my email sent that morning.

There has been no response from the Jefferson County Commissioners in the days since I sent them my plea for assistance.

I am totally unable to get the Jefferson County Sheriff's Department or the Jefferson County District Attorney to enforce Jefferson County laws. They both refuse to enforce the Noise Abatement law on my behalf.

The law is very clearly written and says that the citizens "require" protection from excessive noise.

My neighbors put a playground just 8' from my home and jammed up against my property line. Due to the layout of the homes and the land, almost all of the sound reflects and funnels off their 2 story home directly into my home and back yard. Using the exact procedures outlined in the Noise Abatement regulation, I have measured and documented the screaming and shrieking at 66db(A) after 7pm in the evening. This measurement is well over the daytime and after 7pm limits.

The police and DA say the law was never "intended" to cover children noise, but nowhere in the written law do I see any type of exclusion like this. I believe the parents are in violation of:

5.90.3.1 No person shall operate any type of vehicle, machine, or device, or carry on any activity, or promote or facilitate the carrying on of any activity which makes sound in excess of the level specified in 5.90.5 of this Regulation. (CC88-553)

The police say they will not enforce this law, nor have they enforced it in years. They will not tell me what they will ever enforce for noise. As a citizen of Jefferson County, I believe I have the right to know what the law is, the police and DA are ignoring the written law and won't tell me what law they do enforce.

Please help. you have a very clearly written law which is being ignored by the police and DA. What can I do?

I am not a crank, I am not a grumpy old man, I am a citizen who purchased a home with the expectation that I use my backyard without my airspace being violated by excessive noise.

Jefferson County Commissioner Resigns
The sexually-explicit "Pinky T" faxes that have already cost Jefferson County thousands of dollars, cost a county commissioner his job on Wednesday night.

Commissioner Rick Sheehan says he is not "Pinky T," but he resigned on Wednesday just hours after the Jefferson County Republican party asked him to resign. The party said he was interfering with Jefferson County business.

The "Pinky T" faxes were sent anonymously beginning in May of 2004. They were sent to Mike Zinna of JeffcoExposed.com who doesn't like Jefferson County government, especially the commissioners, because they turned him down on a land deal near the Jeffco airport.


This is nice... No wonder there is unequal law enforcement and justice in Jefferson County Colorado. How can I expect the County Commissioners to keep THEIR promises and to write laws THEY expect to be enforced? How can I expect them to expect the District Attorney and Jefferson County Sheriff's Department to enforce and prosecute the law when THEY themselves are corrupt?


Jefferson County - ANARCHY
  • Absence of any form of political authority.
  • Political disorder and confusion.
  • Absence of any cohesive principle, such as a common standard or purpose.

How can I expect the police to enforce the Colorado 18-9-111 Harassment and Stalking laws when they are being broken at the top of our County government and the laws are not enforced against Jefferson County Commissioner Rick Sheehan? This county is a scary place to live, we not only have the likes of Jeff and Donna Mercer, and Woody747, but we have a mess at the County Commisioners level and a District Attorney and a Sheriff who will not enforce the noise abatement, harassment and theft laws on my behalf.

Jefferson County Commissioner Rick Sheehan was harassing Mike Zinna, a county government critic who runs JeffcoExposed.com. Is this what I should expect? Harassment from our county government? From the District Attorney? From the Sheriff's Department? Like I said, Jefferson County Colorado is a scary place to live.

The problems with Jefferson County government go way beyond my issues. I expect Woody747 to be charged and prosectuted for harassment, but one of our elected Jefferson County Commissioners engages in harasement himself against a citizen. There is an attitude problem, they have gone way beyond "Prosecutorial Discretion". Law enforcment and prosecutions are now being made for political and other reasons beyond my comprehension.

It's the role of the courts to "punish", yet the Jefferson County Sheriff's Department is "punishing" me (by withholding police protection and law enforcement and withholding records) for "something" which they will not even tell me what it is. They will not tell me what the law is or what laws they will enforce. A Jefferson County Sheriff's Department Captain has blamed ME for the harassment against me and my property.

It's easy for the public to dismiss my issues and the forced resignation of a Jefferson County Commissioner as minor or meaningless. If the police refuse to investigate and the district attorney refuse to prosecute, then they must be right? No, there thousands and thousands of examples in our history of neglect and improper use of power by elected offcials. We've seen what the failures of our police force can lead to with the Columbine Massacre. Where will it end?
